National Security Multi-Mission Vessel (NSMV) Program

The National Security Multi-Mission Vessel (NSMV) program represents the largest and most operationally complex accommodation and interior outfitting program executed by US Outfitters to date. The NSMV fleet consists of a series of purpose-built training vessels designed to support the next generation of U.S. maritime cadets, with each vessel accommodating approximately 780 cadets along with faculty and operational crew. As training platforms, these vessels demand highly durable, compliant, and operationally efficient interior environments capable of withstanding continuous use under institutional operating profiles.

From a shipyard risk management and production standpoint, the accommodation scope was strategically divided, with separate contractors engaged for Cabin/Galley systems and Public Areas to reduce program concentration risk and maintain schedule resilience across multiple hulls. US Outfitters was initially awarded the Public Areas scope for the first two vessels, requiring execution under strict sequencing constraints, evolving area releases, and coordination with multiple predecessor trades including electrical, HVAC, piping, and testing disciplines.

Following the successful delivery and performance on the first two vessels—demonstrated through schedule adherence, quality execution, and effective trade coordination—the shipyard exercised its option to extend US Outfitters’ Public Areas scope across the remaining three vessels in the series. Subsequently, based on proven execution capability, production discipline, and deep familiarity with the shipyard’s workflow and integration requirements, the shipyard further expanded USO’s role and awarded the Cabin and Galley packages to US Outfitters as well.

This progression reflects a performance-driven expansion of scope rather than a pre-awarded consolidation, underscoring US Outfitters’ ability to execute complex, multi-discipline accommodation programs within active shipyard environments. The NSMV program demonstrates USO’s versatility across diverse interior scopes, its capacity to scale across multi-vessel series production, and its core strength in shipyard-aligned execution, interface management, and high-volume accommodation delivery under demanding government and institutional standards.

US Outfitters was selected to deliver a comprehensive turn-key interior accommodation package for the 6000 BHP AT/B Ocean Tug program constructed at Signal International for Kirby Ocean Transport Co., a demanding commercial marine project requiring fully integrated, class-compliant interior systems executed to shipyard production standards.

From the outset, the scope extended well beyond a conventional interior package. USO was responsible for the coordinated delivery of insulation systems, joiner packages, doors, decking, galley equipment, windows, port holes, QA watertight doors, and custom-fabricated pilot house consoles—demonstrating the company’s capability to manage multi-disciplinary interior scopes under a single, accountable execution model.

The insulation package consisted of  MASCOAT spray type thermal blankets, mineral wool systems, exhaust insulation, and engine room protection blankets, all aligned with vessel operational requirements and class expectations. In parallel, USO executed the full joiner scope including floating floors, bulkhead panel systems, ceiling systems, marine-rated joiner doors (A, B, and C class), and weather-tight and quick-acting watertight doors, ensuring seamless interface with structural and mechanical trades onboard.

A key differentiator in this project was USO’s ability to synchronize accommodation interiors with functional operational spaces. The company supplied and installed stainless steel galley equipment and outfitting, IMO-compliant decking systems including raised radial flooring and terrazzo applications, as well as specialized windows and pilot house components, all delivered as an integrated package rather than fragmented subcontracted scopes.

Executing this program within an active shipyard environment required disciplined sequencing, trade coordination, and production-aligned planning. USO’s engineering-led approach enabled early interface resolution, reduced rework, and ensured that accommodation, catering, and operational spaces were delivered in full compliance with marine regulatory and class requirements while maintaining shipyard schedule integrity.

Tazlina and Hubbard are Alaska-class “day boat” ferries built for the Alaska Marine Highway System (AMHS) to move passengers and vehicles on high-frequency routes. The two sister vessels were constructed at Vigor Alaska’s Ketchikan shipyard and entered service as modern, Alaska-built additions to the AMHS fleet.

Project conditions and execution challenge

This program demanded turnkey habitability delivery in a remote, weather-impacted environment with limited local sourcing options and a shipyard production flow that required disciplined sequencing and fast field decision-making. Remote location logistics, material staging, and workforce deployment had to be managed without disrupting the yard’s critical path.

US Outfitters was selected to deliver a comprehensive interior retrofit based on its ability to manage engineering, procurement, logistics, and onboard installation as one coordinated scope. The program required full demolition of the existing passenger deck followed by the installation of new accommodation and public space systems aligned with regulatory, operational, and lifecycle performance requirements.

Pier-Side Retrofit Advantage

One of the most significant advantages offered by US Outfitters was the execution of the entire retrofit at the customer’s pier-side facility at Port Jefferson Terminal rather than in a traditional shipyard environment. By performing the refit dockside, the owner avoided substantial shipyard dockage fees, service charges, and extended yard overhead costs. This approach required advanced planning, disciplined logistics, and precise field execution, as all engineering coordination, material staging, and installation sequencing had to be managed without the infrastructure of a conventional shipyard.

Project Overview

The American Duchess program represents a defining example of US Outfitters’ ability to execute complex, multi-discipline interior packages under aggressive shipyard schedules while maintaining full technical control, quality, and delivery performance.

Originally awarded as a complete turnkey interior package, US Outfitters was entrusted with the detailed design, engineering, procurement, and installation of all cabin and public area construction scopes onboard the vessel, including wall and ceiling systems, bathroom modules, furniture and furnishings (fixed and loose), balcony doors and partitions, decking systems, lighting, galley outfitting, internal A-Class doors, weathertight doors, and all windows and portlights.

From the outset, the project demanded immediate engineering mobilization. USO commenced detailed engineering immediately upon award and rapidly completed design development for key accommodation components including wall systems, ceilings, and bathroom modules within an accelerated timeframe to align with the shipyard’s build sequence. This engineering-first approach, supported by pre-engineering and 3D coordination overlays with structural drawings, enabled precise fit, reduced interface risk, and minimized downstream rework in a compressed production environment.

Due to US Outfitters’ demonstrated technical competence and disciplined execution methodology, the Owner expanded the company’s scope beyond conventional interior packages to include all public areas, all cabin areas, and all custom windows across the vessel. This scope expansion was a direct result of USO’s ability to integrate design engineering, supply chain coordination, and shipyard-aligned installation under a single accountable execution framework.

Material logistics and sequencing were managed in strict accordance with the shipyard construction schedule, with phased container deliveries of wall panels and ceiling systems coordinated to support continuous production flow.
